Singapore’s vision of becoming a City in Nature is not just about adding greenery; it is about embedding nature into everyday urban life. From biodiversity conservation to climate resilience and world-class green spaces, this national strategy is reshaping how people live, work, and connect with the environment. At the centre of this transformation is the National Parks Board (NParks), which stewards Singapore’s parks, gardens, and wildlife ecosystems.
At PERSOL Outsourcing, we are proud to support NParks in turning this vision into reality. While strategy sets the direction, it is consistent, high-quality execution on the ground that brings the City in Nature concept to life. Through our end-to-end workforce solutions, we enable NParks to operationalise its ambitions, ensuring that day-to-day functions run smoothly, efficiently, and to the highest standards.
Delivering Excellence at the Singapore Botanic Gardens
Our partnership is most visible at the Singapore Botanic Gardens, a UNESCO World Heritage Site and one of the country’s most visited green spaces. Managing such a landmark destination requires more than operational efficiency; it requires people who can deliver meaningful, seamless visitor experiences.
We manage teams of Visitor Service Officers (VSOs) who serve as the first point of contact for visitors across multiple touchpoints in the Gardens. Their role goes beyond providing directions. They manage crowds during peak periods, respond to incidents, and share insights about the Gardens’ biodiversity and heritage. In doing so, they shape how visitors experience one of Singapore’s most iconic green spaces.
To ensure service excellence, we implement a structured approach to recruitment, training, and performance management. Each officer undergoes a comprehensive onboarding that equips them with customer service skills, emergency response readiness, and in-depth knowledge of the Gardens. This ensures they are not just operationally ready, but confident ambassadors of Singapore’s City in Nature vision.
Supporting Critical Operations Behind the Scenes
Beyond visitor-facing roles, we support a wide range of operational functions that keep the Gardens running safely and efficiently. Our teams manage museum and heritage houses, oversee security operations including night patrols, and operate the Terminal Management Centre, where CCTV systems are monitored to safeguard both visitors and infrastructure.
These responsibilities form the backbone of daily operations. By managing these essential functions, we enable NParks to focus on its core priorities, conservation, research, and long-term planning, while maintaining confidence that frontline operations are in capable hands.
Safeguarding Biosecurity Through Workforce Support
Our collaboration with NParks also extends into critical areas of national importance through our support for the Animal & Veterinary Service (AVS). We provide manpower at facilities such as the Animal & Plant Health Centre, as well as quarantine operations at Changi and Tuas.
These roles are vital in safeguarding Singapore’s biosecurity. From preventing the introduction of pests and diseases to ensuring compliance with strict regulatory standards, our teams play a key role in protecting public health, agriculture, and local ecosystems.
Operating in these environments requires precision, discipline, and reliability. We ensure our staff are thoroughly trained to meet these demands, enabling NParks to maintain high standards in these sensitive and essential functions.
Driving Performance Through Data and Standards
To ensure consistent service delivery, we work closely with NParks within a robust performance framework. Key metrics such as visitor satisfaction, response times, and operational compliance are continuously tracked and reviewed.
This data-driven approach allows us to identify areas for improvement, refine processes, and optimise manpower deployment. It also ensures that our workforce remains responsive to changing demands, whether during peak visitor periods, special events, or operational contingencies.
Our commitment to service excellence has been recognised through multiple Excellence Service Awards (EXSA), reflecting both the dedication of our frontline teams and the strength of the systems that support them.
Scaling for the Future of a City in Nature
As Singapore continues to expand its green infrastructure through new parks, coastal restoration projects, and biodiversity initiatives, the need for skilled, adaptable manpower will continue to grow.
We are ready to scale alongside NParks. Our experience at the Singapore Botanic Gardens provides a proven model that can be replicated across new sites, ensuring consistent service quality and operational excellence.
By managing workforce complexity, we enable NParks to remain focused on advancing ecological research, strengthening climate resilience, and enhancing biodiversity, key pillars of Singapore’s City in Nature vision.
Bringing the Vision to Life Through People
At PERSOL Outsourcing, we see our role as more than a service provider. We are a partner in enabling Singapore’s City in Nature vision, ensuring that the people behind the operations are trained, supported, and ready to deliver.
Because ultimately, a City in Nature is not just built through policy or infrastructure. It is brought to life through people, through every interaction, every experience, and every moment on the ground.
And we are proud to be part of that journey.
